In 2002, Montana’s public health department proposed charging all Medicaid participants a 5 percent co-insurance fee for all medical visits, including those already below the federal poverty level. With NWFCO support, MPA members mobilized to limit these cost-sharing requirements to $1 for doctor visits and make all children up to the age of 21 exempt from any cost-sharing.
