CAMPAIGN FOR COMPREHENSIVE IMMIGRATION REFORM The Fair Immigration Reform Movement (FIRM). In May 2004, the Safe, Orderly, Legal Visas and Enforcement Act of 2004 (SOLVE Act) was introduced into the Senate and House of Representatives.
